Ormoc is most business-friendly city in Asia

ORMOC City in Leyte has been pick the best run city in the whole of
Asia for having reformed its local government to one that is not only
business-friendly but also in reforms in solving poverty for a short
span of one year.

The Donor Committee for Enterprise Development of Asia gave the city
and the Leyte provincial offices of the Department of Trade and
Industry (DTI) recognition for helping the city successfully
institute the reforms the Excellence in Enterprise Development
Reforms, sub-national or local government category.

The award was given as a result of the successful streamlining of the
Business Permits and Licensing (BPL) system of the Ormoc City
government.

From the usual 17 steps needed to get business-related papers, Ormoc
cut it down to five steps. Documents required were shaved from 12 to
six forms. From an average processing time of 17 days, this was cut
to only two days.

More significant, in only one year since the reform was started, the
City Government's revenues jumped by P21.1 million, giving city
officials more money to plow into its anti-poverty, health and social
projects.

Having documented the success story of Ormoc in reforming its system
almost overnight, the DTI has decided to replicate it in other cities
and provincial governments in the Visayas.
